    Meanwhile, opposition supporters for the Cambodia National Rescue Party saw their own gathering disrupted, this one in Kandal province, outside the capital. Rescue Party President Sam Rainsy said police were attempting to incite violence among opposition supporters, and so the rally was canceled.

    The UN's special human rights envoy to Cambodia says he will consider mediating political talks between Cambodia's ruling and opposition parties. The envoy, Surya Subedi, is in Phnom Penh on a fact-finding mission, following the deadly crackdowns on protesters workers earlier this month. Subedi told reporters Thursday he would consider the role of mediator if he gets a request from both sides, or if the UN itself asks him to take on the task.

All three are accused of stirring up violence in opposition and worker demonstrations that have posed a challenge to the government of Prime Minister Hun Sen.

Polonsky, who was once worth 1.2. billion, is accused of fraud in a case in which authorities say $175 million was stolen from investors in a Moscow real estate developmment project.

    A federation of international trade unions from 161 countries is calling for the Cambodian government to release workers arrested in violent protests earlier this month. The International Trade Union Confederation, which represents 176 million workers, also called on the government to "withdraw the threats to independent trade unions to take away their licenses," Jaap Wiennen, a senior representative of the federation, told reporters in Phnom Penh Monday.
