February 4, 2015 - We, the undersigned civil society organizations, wish to express serious concern regarding the potential introduction of new measures banning staff of civil society organizations from giving media interviews or making statements deemed to have “insulted” political parties during election periods. Such restrictions would amount to violations of the right to freedom of expression.

Civil Society Groups Condemn the Ongoing Detention of 11 Activists
We the undersigned civil society groups condemn the indefensible verdicts issued this morning by the Court of Appeal in the cases of ten land activists and one monk. Following an appeal hearing that was characterized by an almost total absence of fair trial rights, the Court of Appeal upheld the wrongful convictions and sentences originally imposed by the Phnom Penh Municipal Court, albeit partially reducing some of the sentences and fines.

I am about to complete my 12th and final mission to the Kingdom of Cambodia as the UN Special Rapporteur on the situation of human rights in the country. It has been a privilege to serve the people of Cambodia over the past six years. At the outset, I wish to express my appreciation to the Royal Government of Cambodia for the positive and constructive cooperation extended to me during this mission. While I was not able to meet with the Prime Minister this time, I very much appreciated the dialogue I had with the Government interlocutors which was candid, cordial and informative throughout.

Ahead of the appeal hearing this week for 10 land activists and one monk, all wrongfully convicted and imprisoned following unfair trials, LICADHO is publishing a new report about the current state of Cambodian prisons and the human rights implications for those held in them. The report “Rights at a Price: Life inside Cambodia’s Prisons” details the ongoing, systematic abuse, discrimination, exploitation and corruption within Cambodia’s prison system and notes that despite steps towards reform, many challenges remain, including prison overcrowding, poor infrastructure, lack of appeal transportation, weak implementation of the law and lack of knowledge amongst prison officials.

Womens Leadsership as a Route to Greater Empowerment, Cmbodia Cast Study
This case study of Cambodia is one of five country case studies executed under the Women in Power (WiP) learning project supported by the Center of Excellence on Democracy, Human Rights and Governance (DRG) in the Democracy, Conflict and Humanitarian Assistance (DCHA) bureau of the United States Agency for International Development (USAID). The case studies will enhance the findings of the WiP desktop study of 56 DRG programs to promote women’s political leadership and representation by assessing the contributions and lessons learned of selected programs in each country. Research methods include review of program documents, published research and other secondary sources, and interviews with USAID, implementers, local partners, beneficiaries and stakeholders.
