Open Letter Expulsion of Ms Anne-Sophie Gindroz
We, the undersigned national, regional and international human rights organizations, write to convey our deep concern in reaction to the news stories of the expulsion of Helvetas Laos Country Director, Ms Anne-Sophie Gindroz, for a personal letter that she wrote to the development partners of the Lao PDR ahead of the Round Table Implementation Meeting (RTIM) which intends to be a mechanism that facilitates meaningful dialogue and constructive engagement between the Lao government and the development partners.

On 30 November 2012, Phnom Penh Municipal Court issued a second summons for Mr. Chan Soveth, Senior Investigator at the Cambodian Human Rights and Development Association (“ADHOC”), to attend questioning on 24 December 2012 at 2:30 pmin relation to chargesof ’providing assistance to the perpetrator of a crime,’ under Article 544 of the Cambodian Criminal Code.A first summons was issued on 9 August 2012 for questioning on 24 August 2012 but the questioning was postponed because he was scheduled to attend a training workshop abroad.

On December 14, 2012, the Svay Rieng provincial court closed the case against then-Bavet Municipality Governor Chhouk Bandit for allegedly firing into a crowd of striking factory employees at an industrial park in Bavet’s Special Economic Zone for foreign enterprises on February 20.
